Adaptation of the home may be an appropriate solution for a victim or rescuer who has suffered a serious and permanent physical injury.

The adaptations must facilitate access to the primary residence and allow them to enter and leave independently as well as to use the goods and amenities there.

Assessment criteria

The adaptation measure must be assessed and authorized by the rehabilitation counsellor.

Two quotes for the cost of the adaptation measures must be provided.

Amount

The amounts reimbursed are the actual cost of the work.

Terms of payment

The reimbursement is made upon presentation of supporting documents to IVAC.

Financial assistance for the adaptation of a home may be granted at three-year intervals.

The adaptation of a vehicle may be an appropriate solution for a victim or rescuer who has suffered a serious and permanent physical injury.

The adaptations must allow them to get in and out of the vehicle as well as to drive their vehicle so that they can be independent.

Assessment criteria

The adaptation measure must be assessed and authorized by the rehabilitation counsellor.

Two quotes for the cost of the adaptation measures must be provided.

Amount

The amounts reimbursed are the actual cost of the work.

Terms of payment

The reimbursement is made upon presentation of supporting documents to IVAC.

Financial assistance for the adaptation of a vehicle is for a single vehicle and may be granted at five-year intervals.

Home assistance promotes the victim’s or rescuer’s ability to remain at home or return home. This assistance is necessary for them to remain at home or return home.

Assessment criteria

The victim or rescuer must be unable to:

• take care of themselves
• do the household chores they usually did before the criminal offence or voluntary assistance

Amount

A maximum amount of $2,082 per month is granted for 2024.

The amount allocated is determined based on an assessment checklist that is completed by the rehabilitation counsellor.

Personal home assistance needs are reassessed periodically to take into account changes in the victim’s or rescuer’s health and needs.

Indexation

This amount is indexed on January 1 of each year.

Terms of payment

The payment is made to the victim or rescuer twice a month.

A reimbursement may be obtained for damage to property when providing voluntary assistance. For example, for damage to clothes or a blanket, to replace a first aid kit or cell phone.

Assessment criteria

The damage to property must have been caused when voluntary assistance was provided.

Amount

The maximum amount reimbursed is $1,142 for 2024.

Indexation

This amount is indexed on January 1 of each year.

Terms of payment

A supporting document may be requested by IVAC.

A victim is eligible for the reimbursement of expenses related to a move that is necessary as a result of a criminal offence, in particular because the victim fears for their safety.

Expenses for moving must promote the victim’s social reintegration and help them regain a sense of safety.

Reimbursable amounts

• A maximum amount of $7,800 for packing and transportation of property when necessary because of the injury suffered, the sale or purchase of a home
• A maximum of three months’ rent to vacate the dwelling in the case of double rent
• A maximum of $342 for the person’s moving-in expenses
  • Moving-in expenses eligible for reimbursement may be the purchase of curtain rods and curtain panels, the purchase of paint and painting equipment, the purchase of cleaning products, labour for the reinstallation of household appliances, etc.
  • Some expenses are not eligible for reimbursement, for example, expenses for renovations, the purchase of decorative items and the purchase of new furniture
• A maximum of three months’ fees for storing property
• The actual rate for:
  • the fee for transferring a telephone line
  • the fee for connection to the Hydro-Québec network

Special provision for expenses incurred when terminating a lease

A tenant may terminate a current lease if their safety or that of a child living with them is threatened because of violence by a partner, a former partner or sexual assault.

In these cases, the victim is entitled to a reimbursement of two months’ rent up to a maximum of $1,286 per month for 2024.

Terms of payment

The reimbursement is made to the victim upon presentation of supporting documents to IVAC.

In the case of a move, IVAC may make a payment agreement directly with the service provider.

These eligible expenses promote a return to autonomy for the victim or rescuer. They may, for example, be for snow removal, lawn mowing, painting, etc.

Assessment criteria

The person must be unable to do the routine home maintenance work they usually did before the criminal offence or before they provided voluntary assistance.

The disability must be established by a health assessment completed by a health professional.

Two quotes for home maintenance costs must be provided.

Amount

The maximum annual amount is $3,897 for 2024.

Terms of payment

The reimbursement is made upon presentation of supporting documents to IVAC.

A victim or rescuer may be eligible for the reimbursement of childcare expenses for a minor child or an incompetent adult child.

In the event that a parent or any other person who provides support to a minor who is a victim of a criminal offence has to have their other children cared for in order to be with the minor victim, the parent or the person who provides support to the minor may apply for the reimbursement of childcare expenses.

Assessment criteria

A victim or rescuer may be reimbursed for childcare expenses if they are in one of the following situations:

• They are participating in one of the following treatments or activities:
  • psychotherapeutic or psychosocial rehabilitation
  • physical rehabilitation
  • medical assistance
  • vocational or social reintegration
• Their partner must accompany them to one of the following treatments or activities:
  • psychotherapeutic or psychosocial rehabilitation
  • physical rehabilitation
  • medical assistance
  • vocational or social reintegration
• They have sole custody of a child
• They are hospitalized and their partner must accompany them to the hospital
• They demonstrate medically that they are are physically or psychologically unable to take care of a child
• They have a partner who is unable to take care of a child who is living with them when they are unable to take care of themselves

Amount

Childcare expenses are reimbursable if they constitute an additional expense as a result of the criminal offence.

A victim or rescuer, a parent or any other person who provides support to a minor who is a victim of a criminal offence may apply for a reimbursement.

Non-subsidized or family daycare services

The maximum amount reimbursed is $33 per day, per child.

Childcare at home or at the home of another natural person who is not responsible for a recognized educational family daycare service:

• $3/hour up to a maximum of $52/day for one child
• $4/hour up to a maximum of $56/day for 2 children
• $5/hour up to a maximum of $65/day for 3 or more children

Terms of payment

The reimbursement is made upon presentation of supporting documents to IVAC.

Some victims or rescuers may receive a reimbursement for dental treatments related to the criminal offence.

Assessment criteria

The victim or rescuer must submit a dental treatment plan to IVAC in order to determine if the dental treatments are necessary and contribute to the physical rehabilitation of the injury suffered as a result of the criminal offence or voluntary assistance.

Amount

The amount reimbursed depends on the specialist consulted.

Consultation with a dental surgeon

Rates are determined based on the Guide des honoraires de l’Association des chirurgiens dentistes du Québec.

Consultation with a denturist

Rates are determined based on the Guide des tarifs de l’Association des denturologistes du Québec.

Consultation with a dental specialist

Rates are determined based on the Guide de tarification de la Fédération des dentistes spécialistes.

Laboratory costs as well as costs for hardware components are reimbursable at actual cost.

Terms of payment

The reimbursement is made upon presentation of supporting documents to IVAC.

A victim or rescuer may obtain a reimbursement for funeral expenses.

Amount

The maximum amount reimbursed is $6,432 for 2024.

Terms of payment

The reimbursement is made upon presentation of supporting documents to IVAC.

A victim may obtain a reimbursement for certain expenses to ensure their protection.

Assessment criteria

Expenses for protective measures must promote the victim’s social reintegration and help them regain a sense of safety.

Reimbursable amounts

• Up to $1,142 for the purchase and installation of an alarm system
• A maximum of $171 per window or French door for the purchase and installation of guards and bars
• The actual cost of:
  • a surveillance device
  • self-defence classes
  • a name change
  • changing locks

These amounts are indexed on January 1 of each year.

Terms of payment

The reimbursement is made to the victim upon presentation of supporting documents to IVAC.

In the case of the installation of an alarm system and self-defence classes, IVAC may make a payment agreement directly with the service provider.

The cost of cleaning the scene, in a private residence, where the criminal offence was committed may be reimbursed.

Amount

The maximum amount reimbursed is $4,118 for 2024.

Indexation

This amount is indexed on January 1 of each year.

Terms of payment

The reimbursement is made to the victim or the service provider upon presentation of supporting documents to IVAC.

A reimbursement may be obtained for the cost of replacing glasses that were broken or damaged during the criminal offence or voluntary assistance.

As a result of a criminal offence or voluntary assistance, the victim or rescuer may be obliged to wear glasses or contact lenses. Certain expenses may be reimbursed.

Assessment criteria

For the replacement glasses

The glasses must have been broken or damaged during the criminal offence or voluntary assistance.

For the purchase of glasses

The purchase of glasses must be related to the injuries and consequences of the criminal offence or voluntary assistance and have been prescribed by a health professional (physician, optometrist, pharmacist or dentists).

Amount

IVAC will reimburse the actual cost of replacing glasses that were broken or damaged during the criminal offence or voluntary assistance.

IVAC will reimburse the actual cost of the glasses if a purchase is required.

Terms of payment

The reimbursement is made upon presentation of supporting documents to IVAC.

A reimbursement may be obtained for the cost of transporting the victim’s or rescuer’s body. The body will be transported from the place of death to the funeral home closest to the deceased’s usual residence and using the most economical mode of transportation.

Amoubnt

The amount reimbursed is the actual cost of the expenses incurred and which have not already been reimbursed by another public plan.

Terms of payment

The reimbursement is made upon presentation of supporting documents to IVAC.

A reimbursement may be obtained for clothing and footwear that were worn and were damaged during the criminal offence.

Assessment criteria

The clothing and footwear must have been damaged during the criminal offence.

Amount

The maximum amount reimbursed is $342 for 2024.
